pragmatic policy towards its closest neighbours, taking concrete measures and efforts to
transform Central Asia into a region of stability and sustainable development on the basis of
such principles as mutual trust and respect, consideration of each other's interests, good-
neighbourliness and constructive cooperation.
It should be noted that, the activation of the regional policy of the Republic of Uzbekistan
is not associated with short-term profits, and is based on an informed long-term choices of our
country. It is determined by the following conceptual factors: first, the presence of a common
border with Uzbekistan all the countries of the region, making the absolute imperative of the
transformation of Central Asia into a zone of stability and security; secondly, the solution of all
vital issues of development of Uzbekistan – from border security to equitable distribution of
water resources is inextricably linked with the region; third, any major regional transport,
communication and energy projects cannot be implemented without active cooperation with
the countries of the region, without ensuring a high level of their integration.
II. In this regard, Uzbekistan is objectively interested in the advanced and dynamic
development of the region. Practical confirmation of this progress are the initiatives of the
Republic of Uzbekistan headed by Shavkat Miromonovich., which in a short period of time have
found their practical implementation and broad support of the international community
Speaking at the 72nd session of the UN General Assembly in September 2017, the
President of the Republic of Uzbekistan, in the framework of consolidation of the efforts of the
Central Asian countries to ensure security and stability in the region, proposed the following key
initiatives:
First, holding of regular consultative meetings of the heads of state of Central Asia. All
States of the region supported this initiative and held the first consultative meeting of the
heads of Central Asian States in Astana. Against the background of the real need for a joint
search for solutions to common regional problems, the creation of a permanent platform will
allow to discuss topical issues of regional cooperation and develop mutually acceptable
solutions to them.
Secondly, the proposal on adoption of a special resolution of the UN General Assembly on
support of the efforts of the Central Asian States to ensure regional security. The practical
implementation of this initiative was the adoption of the UN General Assembly resolution
"Strengthening of regional and international cooperation to ensure peace, stability and
sustainable development in the Central Asian region", in June. The adoption of this document is
a confirmation of international recognition and support for the new regional policy of Tashkent.
In fact, the resolution became a consolidated response of the Central Asian States to the
region-wide problems, challenges and threats of globalization.
Thirdly, the development of the UN international Convention on the rights of youth and
the adoption of a special resolution of the UN General Assembly "Education and religious
tolerance".
As the analysis shows, international terrorism and extremism, along with other factors,
are based on ignorance and intolerance. In this regard, the most important task is to fight for
the minds of people, especially young people, as well as to bring to the General world
community the truly humanistic essence of the religion of Islam. The SCO member States fully
supported the initiative of Shavkat Mirziyoyev, as evidenced by the adoption of joint appeal of
the SCO heads of state to Youth and the Program of action for its implementation in June.
