SUMMARY
According to the Spatial Development Act (SDA), all
municipalities have to prepare General Land Development
Plans (GLDP) not later than 1 Jan 2016. Again, SDA
says that all mayors should submit Terms of reference for
GLDP for approval of Municipal Council not later than 26
May 2013. The adopted GLDP provides for the common
structure and prevailing designation of the territories, the
type and purpose of the infrastructure, the measures for
environment protection and the cultural and historical
heritage. Despite of the very concrete definitions and
effects prescribed for GLDP in the SDA, the reality is
pretty different. While the integrated urban planning is
methodologically cleared by „Methodological guidance
for the preparation and implementation of the integrated
plans for urban restoration and development“ issued by the
Ministry of Regional Development, as well as because of
the expertise and data available in many state and private
institutions, it is little done for the rest 90% of the whole
territory of the country, covered by agricultural lands and
