A project was initiated to hold a competition among yard-
keepers of the city and to rank the best of them with financial
rewards. During the first stage, the nominations were carried
out by residents via www. chistopoalmatynsky.kz. During the
second, messages on the beginning of order taking were
published in the media, social networks and so on. In the third
stage, an especially created commission visually estimated
the nominated yards’ tidiness. ‘Undercover visitors’ checked
the yards’ condition of yard-keepers who racked up most
votes.
‘Undercover visitors’ visited each yard two times. They
marked the sanitary condition of the building’s surrounding
grounds, grass and green belt condition, the purity of the
playground and parking lot. Feedback from residents was
considered separately.
The project was implemented by the public fund ‘Chisto
po almatinsky’. The akimat of Almaty provided moral (with

the inclusion of rewarding the winners in the program with
a Town Day’s celebration) and partial financial support
(rewarding of district winners) for the project.
Strong interest to this program and solving the problem of
pollution control in Almaty has been observed by citizens
for the past four years. Citizens express active responses
in all communication channels: they have participated in
discussions, commented on publications, reposted and added
references to their pages. During the project about 100 calls
to the hot line were received. There wasn’t any negative
feedback among them.
Overall, the positive attitude to the project was demonstrated
by both residents and city authorities.
In 2016 the number visiting the project’s website reached
550,000 people, 32,000 applied to vote, which indicated the
increase in the website’s popularity by four times.
