2 Ease of perception
One of the pressing issues was the simplification of the text and the reduction of references .
The government carried out the inventory of all referential norms , references to external sources have been shortened and most of the cross-references excluded .

At the same time , some links are saved for ease of use , since their exclusion will significantly increase the amount of text . The use of references is an established practice of applying legislation . Many taxpayers are used to working with links .
Also , in order to simplify the text , to avoid discrepancies , certain norms are specified . For example , the rules on property income are specified .
3 Development of SMEs and agribusiness
For the development of small and medium-sized businesses it is envisaged to maintain the existing special tax regimes . A new alternative regime is proposed with a fixed deduction mode that features increased criteria . So , the maximum income per year is 300 million tenge and the number of employees can be 50 people .
You can deduct 30 % of your revenue without confirmation . At the same time , taxpayers are given the right to choose a regime . For the regime under the ‘ simplified declaration ’, the income requirement will be the same for individuals as for legal entities ( the current version : Individual Entrepreneur number of employees is not more than 25 people , income is 2,800 Minimum wage ( MW ) - kzt 68.4 m ., legal entities number of employees - not more than 50 people , income - 5,600 MW - kzt 136.9 m . It is proposed : the number of employees is not more than 30 people , and the income for the year is not more than 4,100 MW - kzt 100 m .).
In the patent , the tax rate is reduced from 2 % to 1 %. This is done to reduce the tax burden in connection with the introduction of compulsory social health insurance and mandatory pension contributions from employers .
The limitation period for small and medium-sized businesses is reduced from five to three years .
The threshold for VAT in the amount of 30,000 MCI is maintained . As you know , in the current version it is envisaged to reduce it in 2020 to 15,000 MCI . Also , it provides for exemption from taxation of services received in the form of nonfinancial support in the framework of state and sectoral programs ( Business Roadmap - 2020 ).
In addition to the above mentioned tax rates amendments , for the development of electronic commerce , exemption from corporate and individual income taxes received in the field of electronic commerce is provided .
4 The agricultural sector
For the agricultural sector , incentive measures are also proposed . Thus , the payers of the single tax on land will not be VAT payers regardless of turnover . To reduce the burden on the salary fund , it is proposed to abolish the social tax for the head , members and employees of the peasant farm enterprises ( PFE ). Other activities will be allowed with separate accounting . From 2020 in this mode , the tax will be determined from the turnover at a rate of 0.5 % ( now depends on the estimated value ). In special tax regime for producers of agricultural products , the VAT exemption is canceled , which contradicts the requirements of the WTO . An alternative measure of support will be provided for them . There are no restrictions on the use of CHR by affiliated persons .
5 Subsoil Use
In the sphere of subsoil use , investment in geological exploration will be stimulated . Taking into account the world practice , it is proposed to abolish the tax on excess profits for the mining sector by transferring the load to the rental tax on coal exports . In the world practice for the mining sector there is no such tax . In fact , this tax was paid to coal mining companies . Also , it is planned to cancel the commercial discovery bonus in order to stimulate successful reconnaissance .
For marine and deep oil deposits , a simpler alternative to subsoil use tax is proposed . To accelerate the exploration of solid minerals , a mechanism for rent payments is introduced .
