[ community ] Ties That Bind West Virginia’s Sister Cities West Virginia has a rich history and a culture that makes it distinct. Those elements can also be the foundation of partnerships made across the globe. Known as sister cities, or twin cities, these official bonds between two locations share interests, qualities or other mutually beneficial traits. The concept of forming sister cities in its current practice was introduced after World War II and was designed to help cities form connections and foster a peaceful atmosphere.
