185 Wn.2d 97 (2016)
In Spokane Entrepreneurial, the county, city residents, and others filed declaratory judgment action challenging validity of proposed local initiative containing provisions relating
to zoning changes, water rights, workplace rights, and rights of corporations. The court
held the challengers had standing to challenge the initiative, and that initiative exceeded
the scope of local legislative authority.
