Shortly after his election as President
in 1981, Rick Icaza negotiated the
ground-breaking “Community Care
Plan,” which expanded affordable
health care to 770 members and their
families, reduced out of pocket costs,
implemented no-cost prescription
programs, and included dental care.

In 1985, Icaza led efforts to hold Ralphs accountable for illegally withholding
wages, and forced the company to pay $1 million.

Rick Icaza led efforts to pass the first-in-
the-nation superstore ordinance, requiring
big-box stores (like WalMart) to complete
an economic impact analysis and give
community members and elected officials
more control over these development
projects, the Grocery Worker Retention
ordinance (which later became a state law),
and several Living Wage laws that helped
union and non-union workers alike.
