The main direction of the MOH
for 2017-2020 are:
1. Introduction of a new funding
model for primary medical care.
2. Creating a legal framework
for the new health financing
system.
3. Creating a single national
health care customer.
4. Creating a unified electronic
system for exchanging health
information.
5. Review of standardized
clinical protocols for a list of
the most common medical
conditions and simplifying
the requirements for keeping
paper reporting in medical
institutions.
6. The introduction of a new
model of funding of secondary
(specialized) and tertiary (highly
specialized) medical aid.
7. Creation of hospital districts.
8. The introduction of a national
reimbursement system for
certain categories of drugs.
9. Autonomous state-owned
health care institutions.

At the meeting of the
Parliamentary Committee
on Public Health on Feb 22,
the Deputy Head of the MOH
Roman Ilyk did the report
about the results of drugs and
medical devices procurement
by International organizations
for the funds of 2016. Only
11% of funds provided for
public procurements were
used by three International
organizations, while Crown

Agents have not supplied any
products yet. Consequently,
the Committee considered
the work of the MOH on public
procurement of drugs for funds
of 2016 as unsatisfactory. Also,
the Parliament registered the
Draft Resolution to create the
investigation commission to
inquire the issue of disruption
of public procurement
programs in 2016. Gilead’s original drugs against
Hepatitis C Sovaldi and Harvoni.
Consequently, the registration
of sofosbuvir generics available
in Ukraine will be canceled.
From its part, Gilead will
provide the drugs at the
preferential prices. Within the
Global Access Program, the
Sovaldi will be available for
public procurement for USD
250, Harvoni – USD 300.
The MPs asked for disclosure
of contract information
about the use of funds by
the organizations and the
conditions of cooperation with
the MOH. Deputy Andrii Shypko
noted that he is working on
the Draft Law, which is to stop
cooperation with International
organizations on public
procurements. Currently, there are 46.8
ths patients registered with
Hepatitis C in Ukraine. Only
3% of them are provided
with treatment at the state’s
expense. However, according
to the experts’ estimates, due
to the absence of large-scale
screening, the real amount
of people with Hepatitis C in
Ukraine is about 3 mio (7-8% of
the population).
The MOH first reached
agreements with three
International organizations
(UNDR, UNICEF and Crown
Agents) on delegated public
procurements in 2015. The
cooperation allowed the state
to safe UAH 800 mio, however
the issues with timely supply of
products in hospital arose. The
MOH plans to create specialized
procurement agency, which is to
start working since 2019.

of the MOH Ulana Suprun
signed voluntary settlement
between Ukrainian government
and American company
Gilead over sofosbuvir drugs.
