TRIBAL WELFARE (EDN.2) DEPARTMENT G.O.Ms.No. 37 Dated : 04-06-2013 Read:ORDER : The Government of Andhra Pradesh have taken a policy decision to provide financial assistance to ST students desirous of pursuing higher studies in Foreign Countries, separate orders have been issued for this purpose. To seek admission in reputed foreign universities, students have to obtain good scores in tests of English proficiency such as TOEFL & IELTS and in General Aptitude Tests such as GRE / GMAT or equivalent qualifying examinations for pursuing admissions into various Post Graduate Courses in reputed foreign universities. 2. Most of the ST students, due to their extreme backwardness, poor knowledge of English and other disabilities are often unable to perform up to the mark in the above said qualifying exams. Therefore, with a view to equip the ST students with requisite skills by providing them the benefit of coaching for the above exams, Tribal Welfare Department has proposed to Govt. to hereby facilitate coaching inTOEFL/IELTS/GRE/GMAT etc., in the existing& reputed coaching institutions to make possible admission of ST students in professional courses like Medicine, Engineering, Pharmacy etc Nursing and for PG Courses in Pure Sciences, Humanities, Social Studies etc., in reputed foreign universities. This proposal was placed before the Nodal agency for TSP during their meeting held on 13-052013 and in the meeting held by the State Council for Development of SCs & STs on 21-05-20-13. After detailed discussions, the scheme of Coaching to ST Students for Eligibility Tests for Admissions in Foreign Universities in the TSP was approved for implementation as a new scheme for the benefit of STs from the year 2013-14. Eligibility : ST Graduates or final year students at Graduation level whose family income is less than Rs.2.00 lakhs per annum. OPERATIONAL GUIDELINES: I. Selection under the scheme : a) A Notification for short listing institutions to impart training to ST students shall be issued in April / May calling for applications from reputed institutes from Hyderabad, Vijayawada, Tirupathi and Warangal having experience imparting training for GRE/TOFEL/GMAT/ IELTS. b) Institutes shall apply online by May 15th of the year in a prescribed format with details of Name & Address, Registration Number, details of courses offered, infrastructure and faculty available, capacity, achievements, Bank Account number, etc. c) A State Level Committee with following members shall shortlist the applications by May 31st of the year. The State Level Committee shall allot a fixed number of seats to the selected institutes. a. Commissioner of Tribal Welfare (Chairman). b. Secretary, A.P. T.W. Residential Educational Institutions Society, (Gurukulam) Hyderabad (Member). c. MD, AP ST Cooperative Finance Corporation Limited, (TRICOR) Hyderabad (Member). d. Additional Director, Tribal Welfare (Member) e. Representative from the State Council of Higher Education. (Member) f. Joint Director, Education O/o Commissioner of Tribal Welfare (Convener) d) There shall be automated selection of the students and allotment to the institute of their choice on merit basis by giving due weightage to marks obtained in SSC, Intermediate & Graduation. e) The duration of training shall vary from 60 hours to 100 hours based on the course of study. f) Standardized Course material shall be made available to the candidates sponsored by Tribal Welfare Department. g) The Institute shall forward the scores obtained by the students in the respective exams. h) Online test facility shall be made available to the Candidates sponsored by Tribal Welfare Department. II. Selection of Candidates under the Scheme : a) Notification calling for applications from desirous ST students shall be issued twice in a year, June and October of the year mentioning the institutes selected and courses offered. b) The scheme is open to all ST students whose annual family income is less than 2.50 lakhs per year. c) The interested students shall apply online by June 30th of the year for the 1st session and by October 30th of the year for the 2nd session, in a prescribed application form indicating his preference for the institute in which he wants to undergo training. d) The course for the 1st session sha ll commence from July 1st of the year and the 2nd session shall commence from November 1st of the year. e) Application by Students: All students shall apply online with scanned copies of the following documents: s Caste Certificate from concerned authorities. s Income Certificate from concerned authorities. s SSC Certificate. s Date of Birth Certificate. s Degree Certificate / Bonafide certificate showing proof of study in Degree final year. • Aadhar card. III Fees payable under the Scheme: a) The following rates per student are fixed as the upper limit for the various coaching programme. Course Maximum rate fixed per student 9000 23000 5000 4200 Minimum No. of hoursof coaching to be imparted 100 hrs 100 hrs 60 hrs 60 hrs GRE GMAT TOEFL IELTS Fee reimbursed to the institutes shall be as indicated above or the actual fee charged by the institute for the respective course whichever is less. 50% shall be paid as first installment on completion of 50 hours of training and the remaining 50% shall be released on completion of 100 hours of training. b) Attendance of the student shall be maintained by the institute and is mandatory for claiming coaching charges by the institute. c) The training programme shall include the following components: s Classroom coaching by trained faculty. s Audio /Visual training. s Standard coaching material to be made available to the student. s Individual evaluation of students’ skill to be maintained. s Certificate to be given at the end of the training. s Online Test facility. d) The charges for training shall be released through online transactions by respective District Officers to the Bank Accounts of the institutes.
