“Little Hatch Act” for Public School Employees 1 Year Advance Notification to Potential Priority Schools SB183 / HB158 (J. Hensley / G. Casada) SB588 / HB735 (R. Tate / H. Love) Makes the “Little Hatch Act” applicable to “teachers”, defined as any person employed in a public school system as a teacher, helping teacher, teacher’s aide, librarian, principal, supervisor, director of schools, or member of the administrative staff. Prohibits a teacher from displaying campaign literature, banners, stickers or other political advertising on the premises of any building or land owned by an LEA. Requires the Commissioner of Education to notify any school and its respective local education agency if a school is among the bottom 10 percent of schools in overall achievement. Requires notification to be made by October 1 of the year prior to the year in which public identification of “priority schools” is made. Spivey) Prohibits a teacher or other educator from being disciplined or discouraged from reporting inaccuracies, errors, or potentially inflammatory material in textbooks and instructional materials or content. Prohibits an educator from being asked or required to waive the right to report inaccuracies, errors, or potentially inflammatory material as a condition of gaining or continuing employment. Requires the state board of education to implement a process to review and replace the Common Core State Standards and requires such standards be fully implemented in the 2017-2018 school year. Requires the state board to appoint six advisory teams, two standards review and development committees, and a standards recommendation committee composed of members appointed by both speakers and the Governor.
