On August , 9 , 2018 , the Town of Jupiter # GoStrawless Town Council passed Resolution 63-18 supporting the voluntary elimination of single-use plastic straws and the overall reduction of single-use plastics . The resolution also supports an outreach and education campaign to support Jupiter ’ s businesses and residents in working toward a reduction . The result is the PURE Campaign – Plastics Use Reduction Encouragement – an effort involving the entire Jupiter-area community . Town Council & CRA Corner : Recent Policy Actions
Below is a summary of some of the approvals and decisions made by the Town Council and the Community Redevelopment Agency ( CRA ) during recent meetings . TOWN COUNCIL :
• FY 2019 Operating Budget , Millage Rate and Community Investment Program *: Considered the millage ( property tax ) rate , operating budget and 5-year Community Investment Program ( CIP ) for FY 2019 , which began on October 1 , 2018 , and ends on September 30 , 2019 . The millage rate stayed the same as the FY 2018 rate at 2.4633 mills excluding voter-approved debt , and 2.6712 mills including voter-approved debt ( stated in terms of dollars per $ 1,000 of taxable property value ). The operating budget and pay plan for all funds for FY 2019 totals $ 92.9 million , which is an increase of approximately $ 4.2 million from FY 2018 . The 5-year CIP for Fiscal Years 2019 through 2023 includes a 5-year total capital investment of $ 79 million , which is a decrease of approximately $ 72 million from the previously-approved plan for Fiscal Years 2018 through 2022 . The substantial decrease was achieved by refocusing on Town Council ’ s strategic priorities .
• Construction Management Services for New Police Department and Data Center : Awarded a contract to Kaufman Lynn Construction for construction management services for phase one of the Town of Jupiter Municipal Complex , which includes a new police department with an emergency operations center and an information technologies data center . Other additions to the municipal complex site in this phase will include a veterans ’ memorial and surface parking lots .
• Sawfish Bay Park Restrooms : Approved a contract for $ 92,800 with Gap Design , LLC to construct restrooms at Sawfish Bay Park .
• Restaurant at Pennock Square : Approved a special exception for additional restaurant use in Pennock Square located at 901 West Indiantown Road .
• Preliminary Millage Rate for 2019 ( Truth in Millage ): Approved the preliminary millage ( property tax ) rate of 2.4633 ( excluding debt ) for FY 2019 , which is the same as the rate for FY 2018 . This preliminary rate is approved in advance of the adopted rate and used on preliminary tax notices .
• Plastics Reduction : Passed a resolution supporting the voluntary elimination of single-use plastic straws , the overall reduction of single-use plastics , and a Townsponsored education program for plastics reduction .
• Jupiter Medical Center NICU Addition : Approved an
expansion to Jupiter Medical Center that adds a five-story , 41,231 square foot Neonatal Intensive Care Unit ( NICU ) on the east side of the existing hospital building .
• Home Depot Expansion : Approved demolition of an existing retail building ( formerly known as Sports Authority ) and a portion of the existing Home Depot building to construct a 39,575 square foot expansion to the existing Home Depot building located at 1560 and 1694 West Indiantown Road .
• Water Rate Increase : Approved a 2.83 % increase in water rates , which will increase the average residential water bill from $ 36.14 per month to $ 37.16 per month . The increase is in accordance with the U . S . Department of Labor ' s Water and Sewerage Maintenance Cost Index .
• Stormwater Utility Fee Increase : Approved a 7 % increase in stormwater fees , which will increase the average bill from $ 4.98 per month to $ 5.33 per month . The increase is in accordance with the U . S . Department of Labor ' s Consumer Price Index .
• School Security : Approved a security agreement between the Jupiter Police Department and the Palm Beach County School District to provide security at elementary schools in Jupiter .
• Historic Resources Board Membership : Amended the Town ' s Historic and Archaeological Protection Regulations to add additional at-large members to the Historic Resources Board , and appointed Ms . Teri Grooms and Ms . Sara Misselhorn to fill the new positions .
• Medical Marijuana Dispensing Facilities *: Considered a zoning text amendment to prohibit medical marijuana treatment center dispensing facilities in Jupiter .
CRA COMMISSION :
• FY 2019 Operating Budget and Community Investment Program *: Considered the CRA operating budget and Community Investment Program ( CIP ) for FY 2019 , which began on October 1 , 2018 , and ends on September 30 , 2019 . The operating budget totals $ 2.3 million , a decrease of approximately $ 1.7 million from FY 2018 . The 5-year CIP for Fiscal Years 2019 through 2023 includes a 5-year total capital investment of $ 1.3 million .
* These items were considered at the September 20th meetings of the CRA and the Town Council , which was after the Town Times print date . Any changes that were made to these items during consideration will be communicated via the Town ' s website .

Polls will be open from 7:00 am to 7:00 pm , for the following seats :
✪ Mayor Seat : Three-Year Term ( candidate must live in Jupiter )
✪ First District Seat : Three-Year Term ( candidate must live in the First District )
✪ Second District Seat : Three-Year Term ( candidate must live in the Second District )
All candidates shall be elected by the voters of the Town at large . If a run-off election is necessary , it will be held on Tuesday , March 26 , 2019 .

Florida Voter Registration Applications are available via the Palm Beach County Supervisor of Elections website , www . pbcelections . org . The registration books close February 11 , 2019 .

Jupiter Celebrates the Life and Career of Burt Reynolds
The Town of Jupiter wishes to extend its deepest sympathies and condolences at the passing of Burt Reynolds , who passed away Thursday , September 7 , 2018 , at the age of 82 . While Burt is deservedly a Hollywood legend , his ties to his home in Jupiter always brought him back to the area . He will be remembered locally for his many contributions and philanthropic work , including the Burt Reynolds Institute for Film and Television , the former Burt Reynolds Dinner Theater ( now known as The Maltz ), a scholarship program for film students in his name , and Burt Reynolds Park .

Notice : Waste Management Services Rate Increases for FY 2019
Effective October 1st , 2018 , rates for waste management services will increase by 5 % over the previous fiscal year ( see tables ). Residents will see the increase reflected in their October utility bill statement . October bills will be prorated with the number of days in the cycle from the previous September bill date through September 30th billed at the previous rate and from October 1 to the current date in October billed at the new rate . The November bill will reflect a full month of the increased rate . These adjustments are intended to maintain fees consistent with industry-wide rates in accordance with the composite index .
