Town Council & CRA Corner : Recent Policy Actions
Below is a summary of some of the approvals and decisions made by the Town Council and the Community Redevelopment Agency ( CRA ) during recent meetings . • Non-Acceptance of Applications due to Violations : Amended the Town ' s code to not accept or process development applications or permits for properties that are not in compliance with the Town code , land development regulations , or the conditions of a development order .
• Indiantown Road Pedestrian Crosswalk Improvements : Approved an agreement between the Town of Jupiter and the Florida Department of Transportation for the design and installation of pedestrian crosswalk improvements on Indiantown Road at signalized intersections from Island Way to US 1 .
• Town of Jupiter Municipal Complex : Awarded a contract to Song and Associates , Inc . for architectural design and engineering services for the Town of Jupiter Municipal Complex . Also approved a work order for $ 51,210 for a site survey for the new Jupiter Police Department and Information Technology Data Center ( to learn more , see the article on this page ).
• Neighborhood Matching Grant Program : Approved 13 awards from the 2018 Neighborhood Matching Grant Program for a total of $ 50,274 , which leveraged $ 142,191 in neighborhood improvement projects ( for details on grant recipients , see p . 3 ).
• Jupiter Community Center Security Improvements : Approved spending $ 13,084 of State Forfeiture Funds for security improvements at the Jupiter Community Center .
• 2019 Strategic Plan : Adopted the strategic results and initiatives set forth in the 2019 Strategic Plan , available at www . jupiter . fl . us / strategicplan .
• Compass Self-Storage : Approved a special exception and site plan application for a self-storage facility on a 7.3 acre property on the southeast corner of Frederick Small Road and Sweet Bay Circle . Approval of this project also included amendments to the Workplace ( WP ), Workplace Limited ( WPL ) and Community Commercial ( CC ) subdistrict master site plans .
• First Citizens Bank at Barcelona : Approved a site plan amendment to allow a two-story bank building on lot 2 of the commercial portion of the Barcelona PUD , located at 1098 Military Trail . The lot was previously planned as retail / restaurant / medical .
• Town of Jupiter Parking Requirements : Approved a zoning text amendment to modify the parking requirements for outdoor seating areas , shared parking , and ADA-accessible parking regulations .
• Election of a Vice-Mayor : Councilor Ron Delaney was elected by the Town Council to serve as Vice Mayor for 2018-2019 .
CRA :
• Love Street Parking Lot License Agreements : Authorized the execution of three ( 3 ), five-year license agreements with annual increases on the cost per space of 3 % for the use of parking spaces in the lot by Guanabanas , Castaways , and Jupiter Outdoor Center .
• Lighthouse Promenade : Approved the execution of a grant agreement for $ 500,000 with 1116 Love Street , LLC to contribute to the construction of Lighthouse Promenade , which will run along the west side of the Love Street parking lot and the future Love Street development in the Inlet Village .
Public Budget Workshops and Hearings : Fiscal Year 2019
The Town of Jupiter ’ s proposed budget for Fiscal Year 2019 , which begins October 1 , 2018 , will be heard in two public budget hearings on September 6 , 2018 and September 20 , 2018 . Both hearings will be held at 7:00 pm at the Jupiter Town Hall Council Chambers ( 210 Military Trail ).
Public budget workshops are held in advance of the official public hearings in September . This year , the first workshop was held on June 14 , and the second workshop is scheduled for August 2 . On July 17 , the Town Council will consider a preliminary “ Truth in Millage ” ( TRIM ) millage rate of 2.4633 ( dollars per $ 1,000 of taxable value ), excluding voter-approved debt . At this proposed tax rate , total ad valorem tax revenue for FY 2019 would be approximately $ 26,767,386 . This is $ 1.3 million higher than the tax revenue for FY 2018 due in part to an increase in property values .
Proposals for the FY 2019 budget include investments in infrastructure and personnel , as well as redistribution of current assets and resources , in order to continue to provide high quality services to residents and businesses . Through thoughtful consideration of community needs and the Town ’ s current strategic plan , the Town Council has developed a comprehensive budget proposal that balances both fiscal responsibility and growth .

Notice : Proposed Water and Stormwater Rate Increases for FY 2019
At its regular meeting on August 9 , the Jupiter Town Council will consider adjustments to the monthly rates and fees charged for water and stormwater services ( see tables ). The utility adjusts rates annually in order to :
• Align rates with the cost to provide the service , and avoid large , one-time rate increases ;
• Maintain the utility ’ s financial stability , and limit its risk for impacts from market changes and increased regulation ;
• Assist in the funding plan for maintaining and replacing infrastructure ; and
• Provide a stable financial plan for the utility , which helps to maintain its favorable credit rating and allows it to borrow at lower interest costs .

Town Plans for New Police Headquarters and Data Center
For the past year , the Town of Jupiter has been master-planning its municipal complex at the corner of Indiantown Road and Military Trail . The master plan process , which outlined long-term conceptual plans for improvements to Town facilities , identified a new Police Department facility and information systems data center as the top priorities for implementation in the next year .
The new facility will serve to provide a more secure , hardened facility for the day-to-day operations of law enforcement , and house the Town ’ s critical information systems infrastructure . In addition , the facility will be designed to serve as an Emergency Operations Center ( EOC ) for the Town to use during hurricanes and other disasters . In this capacity it will serve as a command post and house critical response personnel , allowing the Town continuity of operations .
The new Police Department and Data Center facility is currently in the design phase . Song & Associates has been retained for architectural design and engineering services for the project , and is expected to bring design concepts to the Town Council in December , 2018 . This summer , the Town Council will vote to award a contract for a Construction Manager at Risk , who will oversee the construction project . Barring any unforeseen weather or other delays , the entire project should take about two years .
The project will be funded in the Town ’ s capital budget , or Community Investment Program ( CIP ). The CIP is a five-year funding program that outlines all of the Town ’ s capital projects and their funding sources , and is updated and approved by the Town Council every year . The funding identified in the Town ’ s CIP for the police and data center totals $ 20.4 million , and will come from a combination of property taxes and money generated from the half-cent sales surtax approved by voters in the 2016 election .
As the project progresses , approvals and milestones will be reported at regular Town Council meetings , and the Town will provide updated articles and information through various communications channels . With hurricane season upon us , many of us are firing up our generators or even purchasing new ones to be prepared for the inevitable power outages that accompany severe storms . Earlier this year , the Town Council updated the sections of the Town ’ s code that deal with generators to accommodate storm and emergency situations . View the table for a summary of the changes :

UPDATED REGULATIONS
Reduced setbacks for permanent generators ( natural gas or propane fueled ) at residential buildings except for apartment and condominium buildings if screening is provided . Setbacks are now 3 feet on the side and 5 feet on the rear . Portable and diesel powered generators are not included in these regulations due to the nature of their design and impacts of their operation .
Amended sound regulations to exempt generators from the sound code during periods of electrical utility outage and for weekly maintenance .
