Workshops educate parish, school personnel to be aware of human trafficking

Bishop Patrick J. McGrath has established the Catholic Network to End
Human Trafficking which recently
presented two workshops for parish
and school personnel, providing information and contacts regarding the
problem.
Awareness is a main concern and
speakers delivered data emphasizing
the global nature of the crime, especially affecting women and children.
Sister Caritas Foster, a Sister of
the Holy Family and member of the
Network, said, “Human trafficking is
modern day slavery – recruiting, transporting, harboring, buying and selling
persons through force, fraud or coercion for labor or sexual exploitation.”
She has worked with adults and
children and became involved with
human trafficking in 2006 when she
was asked by her Religious community
to do an education process with Sisters
and Associates. She coordinates her
community’s efforts to address trafficking and represents the Sisters of the
Holy Family as a partner in the Cross
Bay Collaborative.
Also speaking at the workshop
was FBI Special Agent Jennifer Chelf,
recently assigned to the San Francisco
Division which encompasses the South

Bay area. She heads a civil rights unit
which deals with crimes against children and family members.
She has a degree in criminal justice
and has worked in pre-trial administration. In her present position, she
investigates civil rights matters which
include human trafficking, hate crimes,
and “color of law” violations some of
which include kidnapping or the attempt, and aggravated sexual abuse or
the attempt.
Chelf said trafficking is difficult
to prove because sometimes victims’
family members are the perpetrators,
for example, “selling” children for
family income. “Who wants to blow
the whistle on their own family?” she
asked.
She said force is sometimes used to
break a victim’s resistance and threats
and coercion are commonly used.
Fraud is common, with perpetrators
making false offers to induce victims
to enter a verbal contract. Personal debt
on a victim keeps rising and the person
is trapped.
