Một phái đoàn ngoại giao của Tòa thánh Vatican , dưới dự hướng dẫn của Đức ông Antoine Camilleri , thứ trưởng ngoại giao Vatican , đã đến Việt Nam trong năm ngày , từ 16 đến 20 tháng Giêng vừa qua .
Theo hãng thông tấn UCANews , một nguồn tin Giáo hội cho biết rằng vào ngày 18 tháng Giêng , phái đoàn đã làm việc với thứ trưởng thường trực bộ ngoại giao , và thăm xã giao thủ tướng , các viên chức ban tôn giáo chính phủ , và một số cơ quan khác .
Nguồn tin từ Giáo hội nói : “ Hai bên đã nói chuyện về việc bổ nhiệm một đại diện Tòa thánh thường trú tại Việt Nam trong tương lai , để thay thế Tổng giám mục Leopoldo Girelli .”
Đức Tgm . Girelli từng là đại diện không thường trú đầu tiên của Vatican tại Việt Nam – trong bảy năm - kể từ khi đất nước này đặt dưới sự cai trị của cộng sản từ năm 1975 . Ngài đã được bổ nhiệm làm sứ thần Tòa thánh tại Israel kiêm khâm sứ tại Jerusalem và Palestine từ tháng Mười vừa qua . Tuy nhiên các viên chức Vatican cũng như Việt Nam chưa đi đến một thỏa
thuận nào về sự bổ nhiệm này .
Hai bên cũng bàn luận về việc bổ nhiệm các giám mục cho Phan Thiết và Thanh Hóa . Đgm . Giuse Vũ Duy Thống của Phan Thiết đã từ trần vào tháng Ba 2017 . Giáo phận Thanh Hóa thì đã trống tòa từ khi Đgm . Giuse Nguyễn Duy Linh được bổ nhiệm làm tổng giám mục Huế vào năm 2016 .
Còn một bổ nhiệm nữa cũng được nhắc đến , đó là cho tổng giáo phận Hà Nội , nơi Đức hồng y Phêrô Nguyễn Văn Nhơn sắp sửa tròn 80 tuổi vào ngày 1 tháng Tư sắp tới .
Đức Tgm . Linh , chủ tịch Hội đồng Giám mục Việt Nam , nói trong một cuộc phỏng vấn với một tờ báo Công giáo ngoại quốc vào tháng Bảy vừa qua rằng các viên chức chính phủ không có quyền đề nghị các ứng viên giám mục , nhưng họ có thể bác bỏ . Ngài nói rằng việc bổ nhiệm tại ba tổng giáo phận của Việt Nam có nhiều vấn đề hơn là tại các giáo phận .

Nguồn tin từ Giáo hội cũng cho biết phái đoàn Vatican đã bàn thảo với các viên chức Việt Nam về khả năng Giáo hội Công giáo trong nước thiết lập các trung tâm giáo dục . Hiện nay các tổ chức tôn giáo chỉ được quyền mở các trường mẫu giáo .
Phái đoàn Tòa thánh cũng bao gồm Đức ông Francis Cao Minh Dung thuộc bộ ngoại giao Vatican và Đức ông Yovko Genov Pishtiyski từ Sứ quán Tòa thánh tại Singapore . Phái đoàn đã thăm viếng ba
tổng giáo phận Hà Nội , Huế và Sài Gòn , cũng như giáo phận Phát Diệm , nơi có nhà thờ đá cổ kính theo kiểu Đông phương , được công nhận là một di sản quốc gia .
Các vị đại diện Tòa thánh cũng cử hành một Thánh lễ tại Trung tâm Thánh mẫu La Vang thuộc tỉnh Quảng Trị .
Việt Nam và Tòa thánh đã thiết lập một nhóm công tác hỗn hợp từ năm 2009 để thường xuyên bàn thảo về những vấn đề liên hệ đến Giáo hội tại Việt Nam .
Theo tường thuật ngày 19 tháng Giêng của thông tấn xã Việt Nam , thủ tướng Phúc nói lên niềm vui về việc duy trì nhóm công tác hỗn hợp , qua đó hai bên tiếp tục đối thoại để cải tiến sự hiểu biết lẫn nhau và giải quyết các vấn đề . Ông nói rằng Việt Nam hy vọng tăng cường quan hệ với Tòa thánh , bao gồm việc gặp gỡ giữa các phái đoàn cao cấp .
Theo một báo cáo , thứ trưởng ngoại giao Phạm Bình Minh yêu cầu Tòa thánh tiếp tục chỉ thị cho cộng đồng Công giáo tại Việt Nam , đứng hàng thứ hai tại Á châu , tích cực tham gia vào việc phát triển và bảo vệ đất nước cũng như thi hành các chính sách và luật lệ của nhà nước .
A Vatican delegation has discussed nominations for a Vatican envoy and for bishops for vacant dioceses with Vietnam ’ s government .
The Vatican delegation led by Monsignor Antoine Camilleri , the Vatican ’ s undersecretary for relations with states , paid a five-day working visit to Vietnam on January 16-20 .
A church source told ucanews . com that on Jan . 18 the Vatican delegation worked with Permanent Deputy Minister of Foreign Affairs Bui Thanh Son and paid courtesy visits to Prime Minister Nguyen Xuan Phuc , the government committee for religious affairs , and other government agencies .
“ The two sides have talked about the nomination for a new resident pontifical representative for Vietnam in the future , replacing Archbishop Leopoldo Girelli ,” the source said .
Archbishop Girelli , the Vatican ’ s first non-resident representative for Vietnam since the country was reunified under communist rule in 1975 , was appointed as the apostolic nuncio to Israel and apostolic delegate to Jerusalem and Palestine last October . He worked in Vietnam for seven years .
However , Vatican and Vietnamese officials have not yet agreed on the nomination , the source said .
The sides also discussed episcopal nominations for the vacant dioceses of Phan Thiet and Thanh Hoa . The

Vatican Delegation Visits Vietnam

late Bishop Joseph Vu Duy Thong of Phan Thiet died in March 2017 . Thanh Hoa Diocese has been vacant since Bishop Joseph Nguyen Chi Linh was named as Archbishop of Hue Archdiocese in 2016 .
Another nomination for Hanoi Archdiocese , where Cardinal Archbishop Peter Nguyen Van Nhon turns 80 in April , was also mentioned .
Archbishop Linh , president of the Catholic Bishops ’ Conference of Vietnam , said in an interview with a foreign Catholic newspaper last July that government officials have no right to propose episcopal candidates but can deny them .
He said episcopal nomination for the country ’ s three archdioceses is more problematic than that for dioceses .
Vietnam ’ s first-ever law on belief and religion , which took effect Jan . 1 , stipulates that nomination and ordination relating to foreign elements must have advanced approval from the government .
The source said Vatican delegates also worked with Vietnamese officials on the possibility of establishing educational centers run by the Catholic Church in the country . Religious organizations are now only allowed to manage nursery schools .
The Holy See delegation , which also included Vietnamese Monsignor Francis Cao Minh Dung from the Vatican ’ s Secretariat of State , and Monsignor Yovko Genov Pishtiyski from the Apostolic Nunciature in Singapore , visited the country ’ s three archdioceses of Hanoi , Hue and Saigon , and Phat Diem Diocese where the ancient Oriental-style Phat Diem Cathedral complex is designated a national heritage site .
Delegates also celebrated a special Mass at the 220-year-old National Shrine of Our Lady of La Vang in the central province of Quang Tri .
Vietnam and the Holy See established a joint working group that has regularly discussed church issues in Vietnam since 2009 .
Vietnam News Agency on January 19 reported that Prime Minister Phuc expressed his delight at the maintenance of the joint working group through which the two sides have maintained a dialogue to enhance mutual understanding and settle problems .
Phuc said Vietnam hoped to intensify relations with the Holy See , including the exchange of high-ranking delegations .
Foreign Minister Pham Binh Minh reportedly asked the Holy See to continue instructing the Catholic community in Vietnam , the second biggest of its kind in Asia , to actively engage in national development and protection and comply with the state ’ s policies and laws .
Vietnam court Upholds Jail Term for Catholic Activist
An appeals court in Vietnam has been criticized for upholding a five-year prison sentence for a jailed Catholic activist .
The People ’ s Court of Nghe An province on January 15 upheld Nguyen Van Oai ’ s prison term , and another four years ’ probation , on a charge of resisting security officers and violating the terms of his probation from an earlier jail sentence .
Only Oai ’ s mother and wife could attend court proceedings while relatives and supporters were stopped from entering and left outside where they were surrounded by police and security officials .
The lawyer said police and authorities violated the law when they arbitrarily entered Oai ’ s house without his permission on multiple times .
Before he was arrested in January 2017 , Oai was on four years ’ probation that was part of an earlier sentence for “ attempting to overthrow the people ’ s government .” As part of that , he was in prison from 2013-15 .
Oai participated in anti-China protests and protested the imprisonment of rights activists . He also took part in protests against Taiwanese steel company Formosa , which was responsible for a toxic waste disaster along the central coast of Vietnam in April 2016 .
Rights group Human Rights Watch said the Vietnamese authorities should drop charges of violating probation against Oai and allow him to go home .
