UAP Meets ICRC, BJMP Officials UAP meets PCL National Liaison Officer, Atty. Jesus Crus The Philippine Councilors League (PCL), the nationwide association of the 16,000-strong city and municipal councillors, expressed its full and continued support, through its Chairman, Hon. Danilo C. Dayanghirang and National Liaison Officer, Atty. Jesus Crus to the United Architects of the Philippines. The continued coordination with the Philippine Councilors League will definitely lead the UAP for a stronger campaign to all its member local legislators for the passage of a resolution enforcing and implementing fully the pertinent provisions of RA 9266 and its implementing rules and regulations. United Architects of the Philippines National President Arch. Benjamin K. Panganiban, Jr. met officials of the International Committee of the Red Cross (ICRC) and Bureau of Jail Management and Penology (BJMP) to forge partnership for the establishment of a Minimum Standards for the Design of New Jails pursuant to Republic Act No. 10575, otherwise known as “The Bureau of Corrections Act of 2013” and international refer- ences such as the UN Minimum Standards for Treatment of Prisoners (Mandela Rules). The ICRC is a neutral, impartial and independent organization with an exclusive hu- manitarian mandate to protect lives and dignity of persons affected by armed conflict. Part of its mandate includes visiting various detention facilities around the world and in the Philippines. Meanwhile, BJMP is a government agency responsible for safekeeping and welfare of inmates majority of whom are still undergoing trial. The Standards is based on domestic frameworks (ex. National Building Code) and international references such as the UN Minimum Standards for Treatment of Prisoners (Mandela Rules) and the BJMP Operations Manual. As they begin to review the first draft of the Standards, BJMP is looking for opportunities to collaborate with the UAP for your technical inputs or advice. 2018-2019 Annual Report 67
