matter before the Tribunal could have far-reaching implications which, absent the Commission’s interference, would otherwise be reasonably expected to cause harm or loss to a specific group of people. Where such circumstances arise, the Chief Justice shall petition the Board of Trustees to call a meeting of the Truth and Reconciliation Commission. Article 12: Amending the Constitution 1. The Board of Trustees shall review the provisions of the Constitution in both the Covenant and this Charter at ordinary meetings at least once a year. Where amendments or additions are proposed by one ore more attending Trustees, an extraordinary meeting of the Board shall be called to take place within 28 days of the ordinary meeting at which the proposal was made, whereat a vote shall be conducted to determine whether the proposed amendment or addition shall come into force with immediate effect. 2.
