The International Chapters shall be responsible for:

acting as the peoples liaison within their given territory;
organising their own Grand Jury Hearings as and when required; and
conducting fundraising efforts to subsidise the standard Tribunal fees for those
cases originating in their jurisdiction who would otherwise not be able to engage
the services of the Tribunal.

The ongoing development of protocols and procedures for the operation of the
International Chapters shall be undertaken by the Executive Directorate, in cooperation
with the International Council.
5.
A sitting Trustee shall hold regular meetings with the International Chapter leaders to
address all matters arising.
Article 10: Law Commission
1.
The Tribunal shall house a Law Commission comprising learned advisors who are
renowned for their integrity on the international stage. Such appointments shall be made
by the Trustees.
2.
The Law Commission shall avail itself in an advisory capacity to all of the officers of the
Tribunal as required.
3.
Nothing in the present Article shall prejudice the ability of the Board of Trustees or
Executive Directorate to seek advice or guidance on any matter from anyone who is not a
Member of the Law Commission, nor does it obligate the Board of Trustees or Executive
Directorate to act positively upon any advice or guidance offered pursuant to the present
Article.
Article 11: Truth and Reconciliation Commission
1.
The Tribunal shall house a Truth and Reconciliation Commission.
2.
The officers thereof will be appointed by the Trustees on merit.
3.
The Truth and Reconciliation Commission shall be called to assist in situations where the
Chief Justice has assessed, based on the evidence presented, that the possible outcome of a
