Captain Michael Rodgers and Sergeant 1st Class Ethan Killeen
Mike Rodgers and Ethan Killeen are US Army Special Operations Veterans with extensive experience in planning and executing many
High Value Target (HVT) night raids. Captain Rodgers is a West Point Graduate and former 1 st Ranger Battalion Company Fire Support
Officer, and 1 st Ranger Battalion Sergeant First Class Killeen is a Georgetown University graduate and recipient of the Silver Star.
Dr. Lewis Schlosser
Dr. Lewis Schlosser is the managing partner of the Institute for Forensic Psychology (IFP), a police and public safety focused specialty
practice based in Oakland, New Jersey. He is a licensed psychologist in New Jersey and New York. Dr. Schlosser is Board Certified in
Police and Public Safety Psychology. He is a former tenured Associate Professor at Seton Hall University and former in-house Director
of Psychological Services for the New York City Correction Department. Dr. Schlosser has conducted over 7,500 law enforcement
recruit, fitness for duty evaluations, and promotional evaluations. Dr. Schlosser is a member of the Police Psychological Services Section
(PPSS) of the IACP; he is currently serving on the Executive Board of the PPSS. He is also an Private Sector Affiliate member of the New
Jersey State Association of Chiefs of Police and the Bergen County Police Chiefs Association.
Chief Christopher Leusner
Christopher Leusner has been serving as Chief of Police in Middle Township for the last 9 years. He has extensive experience planning,
preparing and executing operational and capital budgets. Chief Leusner holds a Master’s Degree in Administrative Science from
Fairleigh Dickinson University, he is a Certified Public Manager, a graduate of the FBI National Academy Session 234, graduate of New
Jersey State Chiefs of Police West Point Command and Leadership Program, and was a Leadership Exchange Fellow at the College of
Policing in the United Kingdom.
Chief Leusner is a Senior Adjunct Professor at Atlantic Cape Community College and is a past President of the FBI National Academy
Associates New Jersey Chapter and Cape May County Chiefs of Police Association. He currently serves as 1 st Vice President for the New
Jersey State Association of Chiefs of Police.
Major Frederick Fife
Mr. Fife, a Major with the New Jersey State Police, is the Commanding Officer of the Intelligence & Criminal Enterprise Section. A large
part of his career has been spent in the inter-agency environment to include eight years at the FBI’s Joint Terrorism Task Force in
Philadelphia, Fusion Center and Special Operations Commanding Officer, Atlantic City Task Force Commander, and as the Chief of
multiple Crime Suppression deployments in the City of Newark. Mr. Fife has successfully investigated international terrorism
conspiracies and served as the lead agent on FBI Major Case 251, a vast and complex international terrorism undercover operation. Mr.
Fife has authored policy on Confidential Human Sources, Social Media Exploitation, Active Shooter Protocols, and New Jersey's Field
Intelligence Officer Program. Mr. Fife has been honored by the Marine Corps Law Enforcement Foundation and the Navy League of the
United States. Additionally, he has been the recipient of the Federal Law Enforcement Foundation Investigator of the Year Award, the
U.S. Immigration and Customs Enforcement Director’s Award, the FBI Director’s Leadership Award, the New Jersey State Police
Superintendent's Award, and in 2010 was named the New Jersey State Police Trooper of the Year.
Mr. Fife, a graduate of the FBI National Academy, earned a Bachelor of Science degree from Penn State University, a Master of Science
degree from Saint Joseph’s University in Philadelphia, and a Master of Public Administration degree from the University of
Pennsylvania’s Fels Institute of Government. On behalf of Global Threat Advisory Services, a Northern Virginia based firm, Mr. Fife
serves as a consultant for U.S. government clients. Mr. Fife has developed curriculum as an Adjunct Professor at Rutgers University and
is certified as an instructor by the U.S. Department of Justice. On behalf of the Institute for Intergovernmental Research, Mr. Fife
provides terrorism training throughout the United States.
Chief Andrew A. Kudrick, Jr.
Chief Andrew A. Kudrick, Jr. is a 25-year veteran of the Howell Police Department. Throughout his career, Chief Kudrick has served in
the capacity of field training officer, canine handler, department and academy instructor, and entry team leader of the Monmouth
County Emergency Response Team (S.W.A.T.). Chief Kudrick holds a Master’s Degree in Administrative Science from Fairleigh
Dickinson University. He is a State of New Jersey Certified Public Manager, a graduate of the New Jersey State Chiefs of Police West
Point Command and Leadership Program and currently serves as 2nd Vice President for the Monmouth County Police Chiefs
Association.
