Undersheriff Jonathan Parham, CPM Jonathan Parham is the founder and CEO of 360 AOR Worldwide, LLC, a risk management and public safety consulting firm focusing on delivering best-in-class client service, hands- on support and proprietary technology solutions along with world-class training and facilitation. He is the creator of iWitness , ScreenSergeant and several other yet to be released public safety tools that improve law enforcement performance, reduce risk, enhance service delivery and strengthen police-community relations. Jonathan is a dedicated and outspoken advocate for officer safety as well as strict accountability and transparency. Jonathan currently serves as an Undersheriff in the Union County New Jersey Sheriff’s Office, an agency of over 250 sworn and civilian personnel, where he oversees the Administration Services Division including the Training Unit and the Office of Professional Standards. He previously served as a law enforcement officer for twenty-five years with the Linden New Jersey Police Department, where he retired as Chief of Police. Chief Parham and the Linden Police Department received international attention in September 2016 when convicted terrorist and bomb maker Ahman Rahimi was captured by members of the force following a dramatic shootout between Rahimi and officers. Jonathan has conducted highly sensitive law enforcement training internationally for the United States Department of State, Office of Diplomatic Security and Antiterrorism Assistance Unit, where he was one of only three Behavioral Observation Techniques Instructors sanctioned by the State Department. He has provided de-escalation techniques instruction, crisis intervention training, vulnerability assessments and risk management services nationwide for law enforcement agencies, non-governmental organizations, and private sector clientele. He also speaks nationally on the subject of process improvement in law enforcement and on the use of body worn camera footage as a risk management tool. Jonathan is a Rutgers University Certified Public Manager and a graduate of the prestigious NJSACOP Command and Leadership Academy. Captain Nicholas G. Breiner, CPP, PCI, PSP Nick Breiner is an accomplished public safety professional, training specialist and consultant with over twenty-five years of progressively responsible law enforcement, military and private sector experience. He is a New Jersey State Association of Chiefs of Police (NJSACOP) Accredited Command Executive and currently serves as Administrative Captain for the Belleville New Jersey Police Department, a law enforcement agency of over 100 sworn personnel with a $13 million annual budget. In this position, he reports directly to the chief executive and is responsible for internal affairs and professional standards, accreditation, project management, information technology, training, recruitment and selection, risk management and litigation preparation, emergency management, and communications. Nick also continues to serve our community and our country as a Lieutenant Colonel (select) in the US Air Force/New Jersey Air National Guard. He holds a B.A. in Political Science from Rutgers University, a M.A. in Human Resources Training and Development from Seton Hall University, and is a graduate of the Senior Executives in State and Local Government program at the Harvard-Kennedy School of Government. Nick was honored as a 2017 NJSACOP fellowship recipient and studied at the prestigious UK College of Policing in England. Among his various certifications are the ASIS International Certified Protection Professional (CPP)®, Professional Certified Investigator (PCI)® and Physical Security Professional (PSP)® designations. He has developed and delivered countless programs of instruction and shortly after the Columbine shooting, he pioneered a training program for police response to the active shooter where he served as the primary instructor for thousands of law enforcement officers and recruits. Nick has extensive experience in private sector consulting, training and business development. He is the President of NGB Training & AOR World- Consulting, a veteran-owned small business enterprise, and he has contracted with various clients including wide, ESPOS Test Prep, The Rodgers Group, Critical Response Group, Johnston Communications, RTSP, Spartan Group and Four Horsemen Industries. Chief Michael A. Gaimari Sr. Mike Gaimari is Chief of Police of the Bridgeton, NJ Police Department, having been appointed in May 2015. Prior to his promotion to Chief, he served as Captain, Detective Lieutenant, Detective Sergeant, Training/Special Services Sergeant, and patrol officer with the department. He has also served as Deputy Commander of the Cumberland County Organized Crime Bureau. Chief Gaimari has a Bachelor of Applied Sciences (BASc) degree (Communications) from Rowan University, and worked as a reported at the Daily Journal prior to entering entering the law enforcement profession. 20
