Newman , who addressed the membership on the topic of a new organization called the Police Scouts of America , which , Mr . Newman stated , had been formed for the same purpose as the Boy Scouts of America …
but the boys in the Police Scouts were recruited from the families who could not afford to pay the dues and buy the uniforms , etc ., as required by the Boy Scouts of America . After finishing his address the speaker was asked who was promoting the project and how was the money to be raised . To the latter question the speaker was not in a position to speak as they had just organized , but when he mentioned that Charles Thomas , connected with the Police Journal was one of the promoters the members did not take a kindly attitude , and the discussions stopped .
