On any given day as the sun
rises over the streets of West
Tampa, a cacophony of barks,
meows, yips, and squeaks
can be heard emanating from
an old but cheerful structure
standing proudly on Leroy
Street between N Armenia and
Howard avenues. As dedicated
staff and volunteers deliver
breakfast, walks, and affection,
the raucous melody increases
in volume. It’s just another
