SUPERINTENDENT

I have settled in and have felt welcomed since beginning my term as Interim Superintendent in January of 2015.  Mr. John Rinehart will start his two year term as Superintendent at West Platte on June 1st.

Dr. Harpst will be leading the district in the next phase of construction at West Platte. While it is impossible to get a unanimous consensus on every part of any project, I am confident that the finished product will be something that all in the community will enjoy and take pride in for many years. Some might be concerned that spending this money on facilities will leave the portion of the budget that funds the educational program too low. Hopefully, I can adequately explain why that will not be the case.

Over the years, the district has been saving money in the capital project fund in preparation for this construction. This is a separate fund that is used to purchase equipment and/or do construction. At the end of this fiscal year, I am projecting that this fund will have 80% of the funds necessary to complete this project. The remaining 20% will be gained during the construction project itself which will take place over two or more fiscal years. While saving for this project, the district has still maintained high reserves in the fund that supports the daily operations of the school. In fact, West Platte has the highest percentage of reserves in the operating fund of the 524 school districts in the state. While I cannot predict what the balances for other districts will be in the next two years, I can safely say that the balances for West Platte will continue to be one of the highest, if not the highest, in the state after construction is completed.

One of the things I did over the seventeen years while I was at North Platte was to collect test data on all of the county and KCI conference schools. After observing the data for a number of years, I developed a deep respect for the West Platte educational program. The positive things that are happening here didn’t occur by accident but are the result of a supportive community, dedicated staff and a lot of hard work by both. As I learn more about the staff and community, I continue to be impressed with the programs that are in place and the support the community gives to the school. I truly believe that students are being prepared so that they can successfully address the challenges of tomorrow. I feel honored to be here and proud to be part of the Bluejay community.

Respectfully,

Dr. Francis Moran

Superintendent
