Making Tax Digital –
Latest News
There are now
only a few
months left
before the fi rst
stage of this
new policy
starts to affect
businesses in
the UK.
Making Tax Digital (MTD) is a
government plan that has twin
objectives, the abolition of the
annual tax return and its replacement
with online input of income and
expenditure on a quarterly basis.
The aim is to be able to calculate tax
liabilities earlier and on an ongoing
basis, to highlight potential over
and under payments as soon as
possible and take action accordingly.
It commenced with everyone being
allocated a Digital Tax Account into
which they can login and view the
tax and income records as held by
HMRC. This has already been a useful
addition, employees can use it to
amend tax codes, obtain refunds and
monitor their tax records very easily.
MTD has a wider remit however,
as income from employers, banks
and government departments will
automatically be fed into the Digital
Tax Account replacing some of the
tasks currently dealt with through
completion of a Self-Assessment Tax
Return.
The government published a MTD
“roadmap” in December 2015
which set out a plan for most
businesses to be submitting
quarterly information by
now but the plans were
delayed following the last
election as the complexity of
establishing the system was
causing delays. The current
plan is for those businesses
who have income above the
vat registration threshold, currently
£85,000, to submit their vat returns
under the MTD scheme from April
2019. As they already submit online
information on a quarterly basis the
routine of MTD will already be in place,
but much more information will need
to be uploaded. This can be carried
out through a bookkeeping package
and there are a number of online and
desktop packages available, most for
a reasonable monthly subscription.
There is still talk of businesses that use
spreadsheets to calculate vat being
able to import the information to
HMRC using a spreadsheet template
but full details are not yet available.
Although the accounting packages
come at a cost they also bring
several advantages and should not
be dismissed without reviewing the
options in some detail. We are have
experience of using all of the major
packages available and can provide
guidance to help with decision making.
The government has committed to
moving forward with MTD but has
stated that it will not widen its scope
until April 2020 and only then if the
system has been shown to work well
with the VAT rollout in 2019. While
most accountants and taxpayers will
not mourn the end of the annual
tax return and the busy deadline
in January we will have to wait to
see how much extra work MTD will
introduce throughout the year.
