Debashiya
Irrigation
System
(DIS)
is
located
immediately
upstream
of
Waqir
and
was
completed
in
2005.
It
was
built
to
overcome
WIS’s
technical
deficiencies
as
a
result
of
which
a
whole
area
previously
entitled
to
water
rights
could
not
irrigate.
In
theory,
DIS
should
irrigate
1,000ha.
Yet,
to
date
the
new
canal
irrigates
a
much
smaller
area
than
it
was
intended,
because
a
powerful
landowner
is
preventing
floodwater
from
reaching
downstream
farmers
who
previously
had
access
to
the
floods
from
a
traditional
earthen
canal
but
who
were
neglected
by
the
WSIP.
The
man,
whom
we
will
call
person
81,
a
contractor
from
Amran
governorate
in
the
North
of
Yemen,
is
a
newcomer
in
the
wadi.
