Who Is Regulated? Facilities that store oil and petroleum based fluid along with certain trucking operations are considered “regulated facilities”. Oil companies with tank batteries would be considered regulated facilities. Trucking companies that transport oil and/or water containing oil are regulated. Bulk storage operators, marinas, general industr y, ser vice stations, repair shops, are also included in the regulated community. Ask a TEEMCO consultant about your particular operations for a determination if you are regulated. Storage Owners and operators of facilities with the combined capacity to store 1,320 gallons of crude oil and/or associated bi-products (in 50-gallon or greater containers) are required to prepare and implement an SPCC plan. It is the responsibility of the facility owner or operator to prepare and implement an SPCC plan for each facility that meets this criterion. Trucking Transport trucks carrying oil and/or water with oil in it are required to prepare and maintain spill plans.
