Whatever happened on or before June 25, it was immediately clear that this war was a matter of “Koreans invading Korea”; it was not aggression across generally accepted international lines. Nor was this the point at which the civil conflict began….Someday Koreans in North and South will reconcile as Americans eventually did, with the wisdom that civil wars have no single authors.
