Liberty Bell Award The Liberty Bell Award recognizes individuals or organizations who promote understanding of our form of government, encourage greater respect for law and the courts, and stimulate a deeper sense of responsibility on the part of citizens regarding their duties as well as their rights. This year’s recipient was Grand Forks County Sheriff Bob Rost. Since receiving his degree in criminal justice and police administration from Bellevue Community College, Sheriff Rost has enjoyed a career in law enforcement spanning nearly 50 years. Nearly 40 years have been spent at the Grand Forks County Sheriff ’s Department where he has served as interim sheriff in 1986, captain from 1991-2008, and major from 2008-2010. He was elected sheriff in 2010. Rost is well known for his appearances as McGruff the Crime Dog and, for several years, has served as a crossing guard at Kelly Elementary School in Grand Forks. He was the winner of the 2018 America’s Favorite Crossing Guard contest held by Safe Kids Worldwide. Left to right, Justice Jon J. Jensen, Sheriff Bob Rost, Darcie Einarson, and Zack Pelham. He has worked to promote understanding of government among the youth in his community and has worked tirelessly to educate all individuals about the responsibilities of citizens and their rights. Rost will retire as Grand Forks County sheriff this year. Legislative Service Award The Legislative Service Award recognizes the legislative involvement of individuals who have served at the state or federal level for several years, have a Sen. David J. Hogue commitment to serving their constituents by actively participating in the legislative process, and have balanced the principles of justice and jurisprudence while serving the needs of the public. The 2018 Legislative Service Award was awarded to attorney and legislator, Sen. David J. Hogue, who has represented Minot’s District 38 in the North Dakota Legislature since 2009. A 1984 Cornell graduate and 1987 UND School of Law graduate, Hogue clerked for one year with the Hon. Ralph J. Erickstad and then joined Minot’s Pringle & Herigstad Law Firm, where he still practices today. Sen. Hogue chaired the Senate Judiciary Committee for the 2013 and 2015 sessions, and, in 2017, moved to the Senate Appropriations Committee. He often advises the Senate Majority Caucus on legal issues and has consistently sponsored and supported legislation that deals with 10 THE GAVEL the state’s criminal justice system and has strongly supported North Dakota’s judiciary system. He is a member of the state’s Commission on Uniform State Laws and also serves as JAG Officer with the North Dakota National Guard. [email protected]
