Lloyd intersection will finally be fixed

After eight years of fits and starts , the proposal to create a four-way intersection by aligning Tillson Avenue with Toc Drive at Vineyard Avenue in the Town of Lloyd took a step closer to reality at a recent Town Board meeting .
Thomas Baird , an Associate with the engineering firm of Barton & Loguidice , updated the board on what is going to happen this year and next to complete this long awaited project .
Baird said this month their appraiser will begin contacting twenty-one property owners along Tillson Avenue to collect data that will be used to acquire small strips of these parcels that will be needed to slightly lower Tillson ’ s grade as it approaches the four-way intersection and for sidewalk reconstruction . He said this phase will take until the end of September to complete .
Bids for the project will then go out in November , followed by a bid opening in December . If the winter weather is mild , construction will start in January and is expected to be completed by August .
Baird broke out the cost of the project ; $ 3.5 million for construction ; $ 313,000 for Right of Way , Title Work , Property and Closings ; $ 520,000 for Engineering and Geo-technical work and $ 110,000 for Survey Design and Right of Way mapping and deed restrictions for a total of $ 4,443,000 .
Baird told the board that he has still not been able to convince the Department of Transportation [ DOT ] to put a traffic light at the new intersection .
“ We ’ re still going to try and with some new people at the DOT , maybe there will be a little more give and take that can occur to get something there .” He said they will build foundations for signal poles by the intersection should the DOT give their approval for a light at a later date .
It was noted that at the time of the DOT analysis in 2011 , traffic peak volumes , pedestrian numbers , and crash history did not meet the required criteria , to justify a new light at this location . Barton & Loguidice will take another look this summer to determine if volumes and patterns have changed or increased to a point that would meet the DOT ’ s directives .
Baird joked about the lengthy time frame of this project , saying that when he began , his child was a toddler who has now graduated from college and he has also become a grandfather .
Baird said Tillson Avenue will be moved 18 feet to the south so that is will lie opposite Toc Drive and Vineyard Avenue will be raised up about two feet to lessen the steep grade that now exists on Tillson Avenue as it approaches the intersection .
The state picks up most of the cost of this project , with the town ’ s obligation at $ 250,000 coming from the Mountainside Woods development project .

Bo T . Pole , 22 , of New Paltz , was arrested April 9 and charged with Driving While Ability Impaired by Drugs and Criminal Possession of a Controlled Substance 7th degree after the vehicle he was operating was stopped for traffic violations on Rte . 299 in Highland . He was released on an appearance ticket and is due in Town Court April 26 .
Orville C . Allen , 47 , of Plattekill , was arrested April 6th and charged with Petit Larceny . He is accused of stealing approximately $ 32 worth of merchandise from the Hannaford ’ s Store in Highland . He was released on an appearance ticket and is due in Town Court May 10 .
Michael J . Weed , 20 , of Highland , was arrested April 8 and charged with Driving While Ability Impaired by Drugs after the vehicle he was operating was stopped for traffic violations on Rte . 9W in Highland . Weed was arraigned before Town of Lloyd Judge Elia and released and he is due back in Town Court May 3 .
Shawn K . Osson , 41 , of Freeport , NY was arrested April 8 and charged with Driving While Ability Impaired by Drugs after the vehicle he was operating was stopped for traffic violations on Rte . 9W in Highland . He was released on tickets and is due in Town Court April 26 .
Zoe R . Ventriglia , 42 , of New Paltz , was arrested April 5 on a bench warrant for Petit Larceny from the Dutchess County Sheriff ’ s Department . Ventriglia was turned over to the Dutchess County Sheriff ’ s Department on the warrant .
Zeneida Garcia , 31 , of Kingston , was April 5 on a bench warrant for Aggravated Unlicensed Operation 2nd Degree from the New York State Police . Garcia was turned over to the New York State Police on the warrant .

Corey R . Lawson , 23 , of Marlboro , was arrested March 31 on an Executed Bench Warrant . Lawson was released to a 3rd Party – the Hyde Park Town Police .
Raequan M . Small , 20 , of Poughkeepsie , was arrested March 31 and charged with Operation of a Motor Vehicle by Unlicensed Driver , Aggravated Unlicensed Operation of Motor Vehicle – 2nd and Speed Violation : Speed in Zone . Small was released on

A 17 year-old from Newburgh was arrested April 1 on a Police Officer Executed Warrant of Arrest for Criminal Obstruction of Breathing or Blood Circulation , Assault – 3rd , Harassment 2nd – Physical Contact , Aggravated Harassment – 2nd : Communicate in Manner likely to cause Alarm . The youth was arraigned April 1 and released on own recognizance and was due in Town Court April 3 .

Ryan Coppola , 34 , of Highland was arrested March 27 and charged with Grand Larceny 3rd and Criminal Possession of Stolen Property 3rd , both class D-Felonies . Coppola is accused of stealing two ATV ’ s and selling them . The owner of the ATV ’ s recently noticed they were being sold again on Craigs List . An investigation revealed that Coppola signed a bill of sale for the ATV ’ s in January . Coppola was arraigned by Plattekill Justice Murphy and remanded to the Ulster County Jail without Bail .
