This new City resource offers a range of services,
from technical assistance and classroom training
to networking events and one-on-one counseling
for San Francisco’s local and small businesses.
Professional service firms, construction companies,
vendors, and suppliers now have a unique and free
resource that supports the City’s economic vitality
and strengthens its neighborhoods, commercial
corridors, and the San Francisco workforce.

Upgrading the Phelps Wing
Renovations in 2014 included a conference room,
classrooms, and state-of-the-art equipment for
programs to expand education and employment
opportunities for Bayview-Hunter’s Point residents
at the Southeast Community Facility.
Project Labor Agreement (PLA) Highlights
Under the $4.8 billion Water System Improvement
Program work spanning eight counties:
• 11,219 workers have participated in the construction
of Project Labor Agreement-covered projects;
• 6.25 million craft hours have been performed as of
June 30, 2014;
• SFPUC territory residents (including San Francisco
residents) have worked 3,009,947 or 48.1 percent
of those craft hours;
• Apprentices have performed 765,663 or 12 percent
of craft hours; and
• San Francisco and SFPUC service territory residents
have performed 73 percent of all apprentice hours
on PLA projects.
