Funding Sources of Subsidized Housing CPD programs – may also be utilized for many other applications beyond housing. The local governments of historically larger communities, such as Indianapolis and Anderson, receive direct allocations from HUD for both programs, while the state (Indiana Housing and Community Development Authority) receives an allocation from HUD for which smaller communities must compete. These allocations from HUD directly to state and local governments have eroded considerably over time (Figure 4). HUD provides resources through its Community Planning and Development Program (CPD) to state and local governments through the Community Development Block Grant Program (CDBG), the HOME Investments Partnerships Program (HOME), and other programs. These programs generally support projectbased investments that are tied to a particular property rather than to individuals (although there are some exceptions).
