Government
Project Facilitation and Promotion of ROIC as a Flagship Project for Armenia
As one of the key partners for ROIC, the Government will play a key role in facilitating and
attracting investments from the EU, ADB, and the World Bank. Apart from that the
Government can negotiate with the UN to sponsor a bankability study of ROIC and an
introduction to investors.
Infrastructure Development/Land Provision
The Government is envisaged to act as a facilitator of the project and provide the land.
Consolidation of National Resources
The Government is envisaged to help consolidate the national resources (labs, institutions,
researchers, etc.) through the Academia-ROIC collaboration model described in this
document. This will ensure more efficient utilization of resources and will multiply ROIC’s
effect.
Public Policy Reforms
Establish development policies to boost R&D and innovation throughout the country.
Consider ROIC as a special zone to rapid test science and business favorable reforms and
policies. The Government will be responsible for undertaking reforms and adopting policies
to boost R&D and innovation throughout the country.
