closure on some public holidays.
The assigned points range from 0.25 to 1 depending
on the number of public holidays per year when
shops have to stay closed.
• 1-5 holidays: 0.25 points
• 5.5-10 holidays: 0.5 points
• 10.5-15 holidays: 0.75 points
• >15 holidays: 1 point
It also has been assumed that in certain countries the different types of regulation may coexist (for
example, depending on the type, size or location of a shop a state may allow its regular Sunday opening or
only on a limited number of Sundays per year). In case of such co-existing regulatory regimes, countries
receive an average of scores of all categories they fall into.
2. Distribution of specific products
The score is composed of scores for three types of restrictions:
• on non-prescription medicines (50% of the final score),
• on alcohol (25% of the final score) and
• tobacco (25% of the final score).
