and Romania, selling of medication outside of pharmacies is totally prohibited. Most of the countries
require a licence for selling alcohol with additional restrictions, but some of them, like Italy and Ukraine,
do not impose any. At the same time, in certain regions of Spain, there are no requirements at all for selling
alcohol. In terms of tobacco, Italy 48 and Spain require tobacco products to be sold only in strictly controlled
special shops or vending machines. In Belarus, Lithuania 49 , Latvia, Estonia, Ukraine and Serbia 50 a licence is
needed, whereas in other analysed countries, one does not need a license to sell tobacco.

SALES PROMOTIONS
Most of the countries 51 52 do not impose any restrictions on end-of-season sales. Italy and some regions of
Spain 53 regulate end-of-business sales: notification is required before the sales. Sales below cost are
allowed only with authorisation in Italy and Serbia; in some regions of Spain, they are permitted with
certain exceptions. In Serbia, one needs a license for promotional games. In Belarus, Italy, Lithuania, Latvia,
Estonia, Poland and Romania authorisation is required, and further requirements are applied, while in
other countries there are no specific rules, but some products cannot participate.
