SERVICE CONTEXT The City of Whittlesea is located approximately 20 kilometres north of the Melbourne CBD. In 2013 its estimated population was 179,261. The LGA is an interface municipality made up of both a rural and urban areas and is one of Australia’s fastest growing corridors.1 It is characterized by its diversity, with almost 50% of the community from a non-English speaking background in comparison to Greater Melbourne (24%).2 39.5% of individuals in the community are on a low income and a high proportion of households are single parent families 3.
