Levels of Supervision of an Auxiliary
Controlled Substances Logs
The Regulation has been amended to change the wording of the levels of supervision of
an auxiliary. The Regulation now stipulates that a member must supervise an auxiliary’s
performance using one of three levels of supervision, whichever is appropriate in the
circumstances. These changes have previously been incorporated in College policy regarding
delegation.
The amendments to the Regulation provide clarification regarding what a veterinarian must
enter into a controlled substances log when he or she either dispenses or administers a
controlled substance.

The previous version of section 19 (3) stated that
a member properly supervises the performance of
an auxiliary’s task if the member either:
The regulation now stipulates that there are three
levels of supervision. A member must supervise
the performance of an auxiliary’s task in one of the
following methods, whichever is appropriate in the
circumstances:
(a) is physically present on the premises when
the task is performed, remains available for
personal intervention if required and monitors the
performance to determine that the task is properly
carried out; or
(b) if absent on account of an emergency
or otherwise temporarily absent and the
performance of the task does not require
a member’s attendance, has given general
instructions for such an occasion and the member
ascertains as soon as practicable after the task is
performed that it was properly carried out.
1. Immediate supervision, where the member is
on the same premises as the auxiliary and can see
and hear the auxiliary perform the task.
2. Direct supervision, where the member is on the
same premises as the auxiliary and, although not
present to see and hear the task being performed,
is accessible to the auxiliary in a timely and
appropriate manner.
3. Indirect supervision, where the member is not
on the same premises as the auxiliary while the
task is being performed but where the member,
i. communicates appropriately with the auxiliary
before and after the auxiliary performs the task,
and
ii. is accessible to the auxiliary in a timely and
appropriate manner while the task is being
performed.

Section 28 (1) previously stated that a member
who dispenses a controlled substance, ketamine or
a targeted drug shall keep a controlled substances
register in which is entered:
Section 28 (1) now states that a member who
dispenses or administers a controlled substance
shall keep a controlled substances register and
shall enter the following information in it:
(a) the date of the dispensing;
1. The date the controlled substance is dispensed
or administered.
(b) the name and address of the owner of
the animal or animals for which the drug was
dispensed;
(c) the name, strength and quantity of the drug
dispensed; and
(d) the quantity of the drug remaining after
dispensing.
2. The name and address of the client.
3. The name, strength and quantity of the
controlled substance dispensed or administered.
4. The quantity of the controlled substance
remaining in the member’s inventory after the
controlled substance is dispensed or administered.
