As an owner, or managing agent, of a building with an elevator or escalator you have inherited duties and re- sponsibilities as a “User” from the Lift, Escalator and Passenger Conveyor Regulation. The department of labour has set strict regulations to be followed by the “User”. The regulation states that that no person shall permit the use of a lift or escalator unless that person is in possession of a valid comprehensive report (e.g. Annexure B) issued by an Authorised Inspection Authority.
