President -Elect

I am so excited to serve as New Mexico ASBO’s President-Elect. I want to sincerely thank all the Fall Conference attendees for your participation in our election with a special thanks to Mr. Thad Phipps from Artesia Schools for stepping up to show interest in our organization and support our efforts. I am currently the Chief Finance Officer for Los Lunas Schools. I have held several positions in Los Lunas Schools over the past 20 years. I have been a Board Member for NMASBO since 2007 and the Treasurer of NMASBO since 2009. I felt strongly about stepping up to the next level of leadership in NMASBO to continue to be involved in something that I know has helped me in my career as a school business official. I recognize the need to expand and share my knowledge with others so we continue to maintain integrity and leadership in our positions and the hard work we contribute to our districts. It is an exciting time to be involved in NMASBO. We have several initiatives that are gaining momentum and I am happy to be a part of continuing to make our organization great.

Before coming into school finance, Teresa's experience was in private manufacturing finance for six years. She began her career in school finance with the Roswell Independent School District in January 2001. Moving into public school finance was a very different experience than that of the private industry. The challenge to learn this new method of accounting was exciting. Learning how to deal with grant funds on so many different levels (Federal, State, Local, Private), is a challenge she still enjoys today. She moved to Albuquerque and accepted the position of Accounting Manager with Albuquerque Public Schools in July of 2005. She became the Director of Grant Management in August of 2012. She is very excited about joining the NMASBO Board and looks forward to working with such a great organization and its members.

Title: School Budget and Finance Analysis Bureau Director (NMPED)

David began his public service career in the state in 2008 as a program evaluator focusing on education with the Legislative Finance Committee. In 2011, after a very brief stint with the City of Albuquerque, David joined the staff of the Legislative Education Study Committee, working his way up to Senior Fiscal Analyst II before joining the Public Education Department in 2016. Previous to his service to the state, David worked as a program auditor for the New Hampshire Legislative Budget Assistant and interned with the Illinois Department of Employment Security. David’s academic background includes a Bachelor of Arts (BA) in History from the Southern Illinois University at Carbondale and a Master of Public Administration (MPA) from the University of Illinois Springfield, where he also earned a Graduate Certificate in Public Sector Labor Relations. In 2012 he earned his Master of Accounting (MAACCT) degree from the University of New Mexico. David enjoys cooking, hiking, and playing games; particularly with his wife and young sons.
