Rescue Outreach Mission [ provides the only emergency homeless shelter in Seminole County ( the other is exclusively for domestic violence victims ), integrated with supportive services that include meals , case management , educational classes and job readiness training . ROM has a 46-bed shelter serving homeless women and women with children , and a 48-bed shelter housing homeless men . Skilled , ongoing case management helps residents work toward personal goals , including employment , a crucial step to becoming more financially stable so they can move into permanent housing . Specific services delivered to residents include :
• In-Take and Case Management Plan ; each case is reviewed on a weekly basis to determine progress toward planned goals .
• Assistance in applying for all government programs available to assist residents -- such as housing , Medicaid , food stamps , TANF , SSI , and Veterans Health Services ;
• Three meals a day , seven days a week for all residents .
• Clothes closet , mental health counseling , and access to AA meetings , if needed .
• Education ( one-on-one and group ) in learning financial literacy skills that will increase financial stability , such as budgeting ;
• Mock employment interviews , assistance in filling out job applications ; transportation to job fairs and job-related activities ;
• Financial Literacy Skills-Building . A mandatory savings plan for each client and one-on-one and group works to build financial literacy skills .
• Assistance in finding permanent housing . The Case Manager works with the resident to obtain suitable , permanent housing , including re-housing programs .
One night of shelter and supportive services for one resident ( man , women or child ). Cost Per Unit of Service / Breakdown as follows :
Total program budget of $ 442,153 for 2016-2017 divided by 34,310 available room nights ( total of 94 beds available , 365 days a year in two shelters ) = approximately $ 13 per room night

Rescue Outreach Mission ’ s “ Opportunities & Hope ” Shelter Program promotes developing a progressive path to self-sufficiency , equipping men and women with increased education , improved job skills , and enhanced financial and life skills that will lead to greater self-sufficiency and ability to obtain and maintain permanent housing . The Rescue Outreach Mission ’ s goal is for our residents to leave us equipped with the tools necessary to become productive citizens and viable contributors to the growth and success of our community .
The mission has a comprehensive data collection and reporting system for each program that measures our goals , outcomes , activities and outputs for funders . For the “ Opportunities and Hope ” shelter program , this is as follows :

• Decrease homelessness in Seminole County by improving people ’ s ability to resolve crisis in order to achieve and maintain a more stable situation : o 100 % of households will be screened for mainstream resource eligibility ; o 50 % of clients placed in permanent or more stable housing upon program discharge
• Decrease hunger ( food insecurity ) to residents of Seminole County by providing communal meals : o Provide meals to at least 350 residents of the shelters between October 1 , 2016 and September 30 , 2017 ( Report of Meals Served ).
