58 ASSOCIATIONS: IOPSA/PIRB WEBINAR Which section of SANS states the need for a PIRB CoC, as I would like to SANS 10106 and SANS 1352 section 9, and soon to be SANS 10254 (final stages of publishing). push that with the DA whom I will be setting up a meeting with. How can one work with CPD points if I register for a webinar but my team of four PIRB registered plumbers watch it together? Do they all need to pay the webinar fee? Ok, they all need to pay, but if we are in one location they won’t log in individually. Does that cause a problem? Is there something else we need to do? How do we get individual points for the plumbers? Do they each do the individual tests? CPD programmes are delivered by various service and training providers. In some cases, there is a cost involved and other times not. The webinars and the content are provided by an external service provider and they are a business in their own right. A plumber should choose to make use of their service or not. So, while all your plumbers may be able to watch the webinar, only one will be able to obtain their CPD points. This could be done; however, prior arrangement will need to be made with the service provider as we will not be able to record attendance and receive a register that includes their details. If they are watching a recording of a webinar, they will need to have completed the post-assessment and then submit their points to the PIRB. Do you mention the letter of non-compliance to the customer? A non-compliance notice to the user/owner of the plumbing is clearly defined in the standards SANS 10254; 10106; and 1352. I would like from IOPSA the process of what we have to do to follow and enforce the SANS regulations. Such an example is an estate telling you that you may not have an open vent on the property, but SANS says we must have one. How do we hold them accountable for not complying to SANS, and protecting our jobs as well as enforcing the law? You should not be the one to enforce the standards; they are regulations that everyone and yourself should be following. But we know this does not happen because the regulator environment is non-existing and failing us; therefore, everything is falling apart. This is why industry, through the PIRB, is stepping into this role to save the industry as a whole. So, what can you do as an individual? Understand the regulations yourself, do things right, and then point out to people that they are doing wrong by showing them the regulations/standards. Get them [the estate] to give you a letter stating that they indemnify you of incorrect practice, and if they do not give you a letter, then give them a non-compliance notice/letter clearly stating that they are in contravention and you will not be held accountable for any future wrongdoings. Furthermore, you can bring it under the PIRB’s attention and we will forward it to the respective local authorities. This has recently been changed, whereby you can carry one-third of your excess points over to the next year — see section 7 of the PIRB policy on CPD and the link at http://pirb.co.za/wp-content/uploads/2015/07/PIRB-CPD-Policy-September-2017.pdf Why can the full amount of CPD points not be carried forward? Can a PIRB member who is not registered with the Durban municipality do work in Durban? What is the difference between a National Certificate in Construction Plumbing NQF level 3, and a trade test? Of the 270-odd metros and municipalities in the country, only two have some form of plumbers’ register, that being Durban and Cape Town. They have their own requirements that need to be met, such as
