Income As shown in the exhibits on the following pages, minorities tend to make up a higher percentage of households at the lower end of the income range ($34,999 or less) and a lower percentage of households at the higher end of the income range ($200,000 or more). Despite the fact that non-Whites are 20 percent of the total population, they make up 30.9 percent of the households at the lower end of the income range and only 9.1 percent of the households at the higher end of the income range. In the Consortium member cities of North Chicago and Waukegan, poverty rates are substantially higher than in the broader county. Exhibit III-20.
