It is difficult to ascertain whether households have equal
access to public housing and Housing Choice Vouchers
(HCVs).
Prairie State Legal Services (PSLS), the manager of the Fair Housing Program of Lake
County, has found that conducting fair housing testing for public housing and HCV
programs is challenging. The primary reasons are that program participants are often on
wait lists for long periods of time and testers would have to provide a substantial amount
of private information.
