“Establish transitional public security to promote, restore, and maintain
public order. Transitional public security by US and
multinational/international organization forces in major operations and
campaigns involving a large US military presence complements public
security. The purpose of transitional public security is to protect civilian
populations when the rule of law has broken down or is non-existent.”
