PCC POA GENERAL MEMBERSHIP MEETING MINUTES Prescott Country Club Property Owners Association GENERAL MEMBERSHIP MEETING October 4, 2017 www.pccpoa.com The following Minutes will be approved subject to cor- rections at the next General Membership Meeting. NEXT MEETINGS: • Budget and Finance Meeting: Tues., Nov. 7 at 1:30pm • Next General Membership Meeting: Wed., Dec. 6 at 6:00 pm • Next Board of Directors Meeting: Wed., Dec. 6, following the General Membership Meeting DATE & TIME: Pursuant to Section 7.0 of the POA Bylaws, a General Membership meeting of the Board of Directors was held Wednesday, October 4, at 6:00 PM at the Property Own- ers Association Activity Center. OFFICERS AND QUORUM: The President, Bob Heise, opened the meeting at 6: 00 PM and the Secretary, Brian Biggs, took Minutes. The following additional Board Members were present: Dave Paulin, Gracelyn Palmer, Mary Kloeppel, and Don McGlamery. Theresa Ritcher, Bob Gray, and Stephen Gonzalez were not present. MINUTES: Brian Biggs made a Motion to accept the December 7, 2016 General Membership Meeting Minutes without reading them. The Motion was seconded by Dave Paulin and passed unanimously. TREASURERʼS REPORT: Don McGlamery informed the membership that the POA finances are in excellent shape. The POA has been rebating a portion of the yearly dues in order to reduce the surplus funds. A budget and finance meeting will be held at the POA on November 7 at 1:00pm. 2018 BOARD OF DIRECTORS NOMINATIONS: Gracelyn Palmer read a report from Theresa Ritcher. Four members submitted applications for the two open Director positions: Peter Barnett, Donna Chisum, Mary Kloeppel, and Mike Matthews. No further applications were submitted during the meeting, so the nominations were closed. Guest Speakers – Tom Thurman, County Supervisor and Steve Mauk, Director of Development Services: • There have been rumors of a McDonalds coming in at the corner of PCC Blvd and Hwy-69. The cur- 22 November 2017 pccnews rent understanding is that the parcel owner wants to sell the entire parcel one unit. This parcel is in- corporated into Prescott Valley and is zoned C-2, which could allow a grocery store, car dealership, restaurants, or many other types of businesses. • There are a scattering of lots on Tapadero that are incorporated into Prescott Valley. If there is an emergency, then residents should be able to call either the Sheriff or Prescott Valley. The impor- tant point is to get an emergency responder quickly rather than worrying about who has jurisdiction. • The expansion of the Jail District sales tax has failed twice. An expansion will not be requested. However, there will be an election to extend the existing 1⁄4 cent sales tax for the jail. That tax is set to expire in 2020. If the tax is not extended, then 100% of the jail cost will be covered by property taxes instead of being subsi- dized by visitors to Yavapai County through sales tax. • ADOT has transitioned a $135M expan- sion in I-17 to their 5-year plan. The plan would be to make I-17 three lanes in each direction. • Prescott East will be expanded to four lanes and the center median will be removed. Sunset will be expanded from Prescott East to Glassford Hill with sidewalks added. • Please feel free to contact the county if there are homeowners who refuse to or cannot clean up their yards. The county is able to assist for those who are unable and can use more severe options for those who are unwilling. TOWN HALL: Weeds: There are still yards with tall weeds. Please remove them. If you notice a yard with tall weeds, then please contact Marge at the POA office. Commercial Vehicles: A question was asked about commercial vehicles parked on properties or streets. The POA cannot prevent commercial vehicles from being parked on properties or streets. If a commercial business is being run out of a home, then the county may be able to help if the business violates zoning rules for home businesses. ADJOURNMENT: At 7:20pm, Don McGlamery made a motion to adjourn the meeting to the next General Membership meeting on December 6. The motion was seconded by Grace- lyn Palmer and the meeting was adjourned until the General Membership Meeting on December 6, 2016 (Elections).
