for drainage and repaving that could be programmed into
the undergrounding project. Additionally, the City of West
Palm Beach plans on a number of watermain replacements
throughout the project areas, as does FPU as part of their bare
steel gas main replacement program. Our recommendation is
to allow these Town infrastructure projects and those projects
desired by outside entities to share in the roadway restoration
costs. This provides a benefit to both the Town and the other
entities in that no single agency is responsible for the amount
of roadway repaving that they would be required to perform
if they performed their project on a stand-alone basis.
Another cost saving measure related to paving that can
mitigate risks to the project budget is the deferral of milling
and resurfacing until after a number of phase areas have been
completed. In this manner, miles of streets can be bundled
into a milling and paving bid package that will gain the
interest of the larger highway paving contractors and allow
the Town to achieve volume pricing that only large paving
projects can provide.
The Town can also consider the direct purchase of materials
to achieve sales tax savings. As a municipal agency, the
Town can procure materials on a tax-free basis from
material suppliers. The Town has a successful history of

working with their construction managers to procure large
quantities of materials in this manner. The Town should
work collaboratively with their contractor to allow this
direct purchase to occur while keeping the responsibility for
material delivery and storage with the contractor. does not look the same as the previously ARCOM
approved Town standard lighting options. If the
Town desires to pursue FPL standard lighting, it is
recommended that the ARCOM approval process
begin as soon as possible.
