• yRequiring historical evidence be submitted in the bid proposal that demonstrates past success in meeting schedules on similar projects
• yRequiring that references be submitted with the bid proposal that the Town can contact to discuss schedule performance on past similar projects
• yWorking with a Construction Manager who has the ability to remove and replace poor performing subcontractors or the ability to bring in additional resources when schedule threats are identified
Risk that the utility owners do not perform their work elements in a timely manner can first be mitigated by assigning as much of the work as possible to the Town ’ s selected contractor . This provides a strong contractual obligation on the part of the selected contractor to meet the terms of the contract between he and the Town . For those elements that must be performed by the Utility Owners it is of great importance that the detailed construction schedule clearly identifies when those activities are required during the project . Those dates then must be clearly communicated to the Utility Owners and they must commit to those dates prior to the commencement of the work . Regular progress meetings should be held that include the utility owners so they can be made aware of any schedule or sequence adjustments that are mad during the process . Experience has shown that a strong Construction Manager has been extremely beneficial in facilitating this process .
In all underground construction , it can be expected that some level of unforeseen conditions will develop . In these cases , it is important that the design team , construction team , utility owners , and Town work together on developing a solution as quickly as possible to avoid schedule impacts . The focus should remain on the solution until the unforeseen condition is overcome and the project is back on schedule .
Dealing with absentee and / or unwilling property owners during the service conversion process has proven to be a troublesome issue on past projects . The communication companies consider their customer information to be confidential . This often makes it difficult for outside entities like the construction team or owner to help make contact with an absentee property owner or discuss concerns with an unwilling property owner . A method to mitigate the risk that delayed service conversions on the part of the property owner delays the overall project is to have a strong public outreach component that proactively reaches all property owners so they have an understanding of the project and how
