y y Provisions for additional street lighting have not been included in this opinion of cost. It is assumed that existing street lights mounted to FPL or AT&T owned poles on arterial roadways will be replaced in approximately the same location with new decorative FPL standard street lighting. FPL does not assess capital costs for standard lighting installation and the operating costs will be paid for under the existing separate Town operating budget for street lighting. Impacted lighting on non-arterial residential streets will not be replaced. Existing decorative street lighting that is already served with underground infrastructure is assumed to remain in service. Individual neighborhood streets who desire to have their existing utility pole-mounted impacted street lighting replaced can do so under the Town’s existing assessment program established for this purpose. y y Costs related to the underground conversion of the segment of overhead utilities along State Road A1A within the municipal limits of the City of Lake Worth are not included in this opinion of cost. Because bond proceeds cannot fund this segment since it exists in another municipality, the Town will separately fund costs related to this segment. TOWN-WIDE UNDERGROUNDING OF UTILITIES PROGRAM MASTER PLAN DOCUMENT y y Costs related to the preparation of this master plan are not included in the overall opinion of cost as this planning study was not originally envisioned as a part of the assessment budget established by the Town. y y Program contingency was established with separate percentages for construction costs versus soft costs. Construction cost contingency was established at a rate of 9.25 percent. Soft cost contingency was established at a rate of 5 percent. The soft cost contingency was established at a lower rate because the Town has historically experienced a lower instance of using contingency funds on soft costs. y y Full restoration of landscaping and hardscaping within rear yard easements that are impacted by the conversion or overhead utility removal process will not be restored. A $100 per home allowance has been included in this opinion of probable cost for light cleanup such as pressure washing affected areas. y y All construction projects carry inherent risk for construction claims, litigation, or other such legal action against the Town for damages to persons or property. This opinion of costs does not include costs associated with contractor termination, re-mobilization, construction claims, litigation, or other such legal action.
