developed. The total costs for each sample project area
were then divided by the length of overhead pole-line
feet converted within the sample project area to develop
a representative unit cost per pole-line foot converted
that could be applied on a Town-wide basis to each of the
program’s phase areas. The unit prices per pole-line foot
of conversion were categorized into the appropriate line
item category for use in the overall opinion of probable
cost. A summary of each line item category outlined in the
opinion of probable cost is in the table on the right.
12.4 Quantity Estimation
To develop reasonably accurate quantity estimates for each
phase of construction, GIS shape files developed during
this Master Plan for roadways, parcels, existing overhead
utility locations, and outside infrastructure project
information (gas, water main, ACIP projects, paving
projects, etc.) were imported into AutoCAD drafting
software. Additional AutoCAD line work was developed
by Kimley-Horn to estimate the approximate locations/
lengths of joint trench and roadway impacts within each
phase. Aerial photography imported into AutoCAD in
real-world coordinates was used to confirm the accuracy of
the GIS data, as well as provide estimated roadway widths
