Special Events
y y Partial or full closures on corridors are not allowed when a
special event occurs within that roadway corridor.
Presidential Visits
y y Phase 2 South is significantly impacted during visits made
by the President to Mar-a-Lago. During his time in Town,
traffic is impacted by rolling motorcade road closures
and the complete closure of South Ocean Blvd. between
County Road and Southern Blvd.
y y Visits have been generally observed to occur over the
weekend however, closure of South Ocean Blvd. generally
occurs between Friday and Monday. This eliminates the
ability for construction to occur two to three days per
week, depending on the time of year.
y y It is currently unknown whether these visits will continue
into the summer months or if they are strictly a winter
season occurrence. Neither the Town nor this program will
have any control over the scheduling of these visits and
advance notice of a visit is very short for security reasons.
y y This unique disruption can be viewed as either an obstacle
or an opportunity. It could be an obstacle to the project
schedule if work is not allowed to occur in the impacted

area during a presidential visit. It could be an opportunity
if work could be allowed to occur during a presidential
visit in that the closed road allows intensive activities to
occur while only needed to provide access to local traffic.
y y It is recommended that the Town explore a discussion
with the Federal Government to determine if there is an
opportunity for work to continue during a presidential
visit so that any advanced preparation or personnel
clearance requirements could be planned and implemented
prior to beginning construction.
Emergency Services
y y Field personnel shall coordinate with emergency services
for any partial closure in which no shoulders are available.
y y Detour routes shall be communicated to emergency
services on a weekly basis, or more frequently as the detour
routes change.
Special Approval
y y The Town Public Works Department, Town Council, and
FDOT (as applicable) must approve any exceptions.
y y Any requests for special exceptions shall be made with six
weeks’ advanced notice to allow time for Council approval,
if required.
