La rivoluzione digitale appare oggi come la parola
d'ordine per garantire la realizzazione del nuovo
paradigma per lo sviluppo prossimo venturo
delle città: la smart city. Grande protagonista del
dibattito scientifico e culturale, sottofondo di ogni
pianificazione economica e sociale, immancabile
proposta di ogni programma politico il tema delle
smart cities oggi rischia di perdere il suo profondo
valore innovativo di visione e di progetto e di

and innovation guide this
change, even relative to
the sustainability of the
environment in which they live.
On the political front there
are numerous projects that
appear to respond to the
smart imperative, aimed at
restoring large cities and
which, though their stories
differ, envision systems based
on the control of construction
development, the regeneration
of suburbs or wastelands, and
GreenCity models built around
an environmentally-friendly
concept, where gardens,
urban farmsteads, tree
corridors to connect the city
with its historical centre, are
concealed in a blend of energy
and IT networks, efficient
services, and mobility that
is less aggressive than what
we have now. We need to
look at cities such as Detroit
or Chicago, which have
been marred by serious deindustrialisation phenomena,
to find suggestions for
virtuous programs set on
clean energy, the environment,
sustainability, which can
transform the city by adapting
to new circumstances, while
at the same time preserving
the remnants of the past.
A solution of great interest
was developed by the town
council of Barcelona with
the project of a vision of the
future integrating IT in the
city, to connect various areas
and sectors, to find synergy
and added value and create
crosswise connections and
cooperative knowledge. Based
on an integrated approach,
this plan is based on the
development of an urban
platform offering a model of
sustainable growth for the city
and improvement of urban
services management.
On this subject, CNR's
[Consiglio Nazionale delle
Ricerche: National Council
for Research] Istituto per
le Tecnologie Applicate ai
Beni Culturali [Institute for
Technologies Applied to
Cultural Heritage] launched
the SmartPolis© project,
a proposal for identifying
problems and finding
solutions beginning from
the very definition of its very
name, intended as a portal
to the complexity of a multidimensional society focused
on cultural growth, and not
simply as a city environment
to "preserve”. A vision where
a historical city – from a
place of history – can find
new life and implement
the transformation of new
communities, establish a
network of innovation, create
cooperation, locate financing
and launch start-ups.
The concept of SmartPolis
must go hand in hand with
the concept of a businessoriented urban space that,
while including the historical
city, attracts and values
the presence of private
businesses and establishes
its own growth while
respecting its history and
identity within a perspective
that is inclusive in any case;
promotes its tourist image
with an intelligent presence
on the Internet; virtualises
its cultural heritage and its
own traditions and offers
them online as a common
good for its own citizens and
visitors; and uses advanced
techniques to create paths
and thematic mapping of the
city and make it user-friendly.
The proposed model is based
on a new utopian vision of
the Sun City in the shape
of SmartPolis, intelligent
historical cities made of
service and infrastructure
networks, sustainable mobility
and an integrated system that
makes the cultural heritage
accessible and shareable.
