Message from Chairman
Dear General Council Members:
I am pleased to present to you the Cowlitz Indian Tribe’s first Comprehensive Plan. We have pursued this
plan because we believe – during times of growth, but also uncertainty – planning and goal setting are vital
to the success of the Tribe and will provide us with a roadmap for a very bright future.
The adoption of the Comprehensive Plan represents a major step towards establishing clear goals and
meaningful strategies for the Tribe’s diverse programs and services. The Plan identifies our biggest
challenges and opportunities that we will face and presents the actions that we will take across the Tribal
organization to meet them. The Tribal Council and our team of professionals understand and value these
goals, objectives and actions. We will work vigorously to emphasize, achieve and ensure meaningful results.
I would like to express my appreciation to all the people who have participated in this planning effort. It is
a big step forward, a job well-done that is worthy of recognition. I am further appreciative of the continued
support of the Tribal Council and our directors and managers as we move forward to implement the Plan.
We look forward to achieving the vision and goals of this Comprehensive Plan that will drive Exceptional
Tribal Services for our Tribal Membership!
